It's a shame if the guy gets harassed, but to me it just sounds like extra fares for the MTA. It's no secret. It's just like you said the driver gets bombarded with so much people it's ridiculous. I don't know if it's still happening at least for the Orion VII NG's. Everything after 3960 (and including 3960 itself) has an Lithium-ion battery.
