3821 broke down on March 15th, and hasn't been in service since.

Pending due to their age is not a reason. Unless you have seen them towed out or at the very least no farebox (which is usually an indicator but not the final word) then I wouldn't say its 100% confirmed.

I wouldn't have it 100% retired yet. it's a weekend, so, a lot of older buses are put to rest on those days.
