It'd help if any of the tracks are passable while doing construction 205 to 2nd Avenue and 36th to Stillwell via the ; Suspended Bay Ridge Shuttle No service south of Bergen; extended to 71 Shuttle rom 36th to Stillwell; Whitehall to Astoria _________ This is an elevated section. This isn't a Noah-esque flood. Two sections: Flushing to 111. 42nd to Woodside using to queens, to Manhattan. Otherwise, Queensboro. If it's passable (seeing you're elevated), implement service to help people get from Eastern Queens. No service east of Queensbridge (flip signs accordingly); to prevent bottlenecking, alternate them to Broad Street QBL Local to Northern Blvd. Local service east of 71st No service east of Queensbridge and no service west of 71st; Express service east of 71st to Ditmars. You just said that Lex Av local needs to be frequent but didn't say the Bronx you should include that too in the beginining. I would use all the spare trains at Moshulu, 180, and 239st yard to provide service but on Lex some run local.

How do you provide Lex with frequent local service during rush causing minimal delays Use the spares from the other yards for service. That should be enough. NB trains would have to short turn at Burnside (Lex Local); cancelled and alternate short-turns at Bowling Green via Local; Use the south of 180th. whatever you can use for the should be used to short-turn at 125th. is cancelled. BxM6, BxM7, and BxM8 buses may be an alternative if trains can't be borrowed.
