I have another idea:

Fourth Avenue / Ninth Street on the IND Culver Line / BMT Fourth Avenue Line is closed for rehabilitation. Reroute the (D)(F)(G)(N)(R) . Along with this, rains in Queens made Roosevelt Avenue / 74th Street impassable. Reroute the (7)(E)(F)(M)(R) .

(D) No service b/w Atlantic Avenue & 36 Street.

(F)(G) No service b/w Smith/9 Streets & Church Avenue

(N) No service b/w Atlantic Avenue & 59 Street. Select trains terminate at Jay Street or Whitehall Street.

(R) No service b/w Whitehall Street & 36 Street.

--------------------------------------------------------------------------------------------

(7) No service b/w 69 Street & Junction Blvd. Select trains terminate at 103 or 111 Streets. Single tracked shuttles run b/w Junction Blvd & 82 Street.

(E) No service b/w Queens Plaza & 71 Avenue via local.

(F) No service b/w Queens Plaza & 71 Avenue via local.

(M)(R) No service b/w Northern Boulevard & 71 Avenue.

It'd help if any of the tracks are passable while doing construction

(D) 205 to 2nd Avenue and 36th to Stillwell

(F) via the (C); (C) Suspended

(R) Bay Ridge Shuttle

(G) No service south of Bergen; extended to 71

(N) Shuttle rom 36th to Stillwell; Whitehall to Astoria

_________

(7) This is an elevated section. This isn't a Noah-esque flood.

Two sections: Flushing to 111. 42nd to Woodside using <7> to queens, (7) to Manhattan. Otherwise, Queensboro.

If it's passable (seeing you're elevated), implement <7> service to help people get from Eastern Queens.

(M) No service east of Queensbridge (flip signs accordingly); to prevent bottlenecking, alternate them to Broad Street

(E) QBL Local to Northern Blvd. Local service east of 71st

(F) No service east of Queensbridge and no service west of 71st; Express service east of 71st

(R) to Ditmars. Q service ends at 57th

NEXT: It's 3AM and no trains can leave Westchester yard. How do you provide Lex with frequent local service during rush causing minimal delays

Select (4) and (5) trains run local, with some trains short-turning at 149 St-Grand Concourse and Bowling Green.

I could see (maybe) running (2), (4) or (5) trains to Pelham Bay Park, possibly signed as (6) trains, but I don't want to get too foamy.

What about the (6) between 125th and Pelham Bay Park. It'd be nice to provide (6) riders with more service.

You just said that Lex Av local needs to be frequent but didn't say the Bronx you should include that too in the beginining. I would use all the spare trains at Moshulu, 180, and 239st yard to provide service but on Lex some (4)(5) run local.

NEXT: It's 3AM and no trains can leave Westchester yard. How do you provide Lex with frequent local service during rush causing minimal delays

Use the spares from the other yards for (6) service. That should be enough.

NB (4) trains would have to short turn at Burnside (Lex Local);

<5> cancelled and (5) alternate short-turns at Bowling Green via Local; Use the (2) south of 180th.

whatever you can use for the (6) should be used to short-turn at 125th. <6> is cancelled.

BxM6, BxM7, and BxM8 buses may be an alternative if trains can't be borrowed.
