Reroute or suspend the affected lines.

Just terminate the at 74th Street, and terminate the  at 135th Street, & have it run NIS onto the White Plains middle track to layup.

I would say this if I had to answer my own question: Southbound trains runs express from 34 St to Canal St, Select downtown trains run on the from West 4 St to Coney Island, no between Essex St and 71 Av, and southbound runs express from 59 St to Canal St.

Actually, I didn't answer my own question. I just said there were delays. I would say this if I had to answer my own question: Southbound trains runs express from 34 St to Canal St, Select downtown trains run on the from West 4 St to Coney Island, no between Essex St and 71 Av, and southbound runs express from 59 St to Canal St.
