I believe the trucking contractor is Silk Road Transport, who arranges for the permits and a private escort. If as past NYS and NJ State Police might also join in, with PA guiding it across GWB to Amsterdam Ave. Private escort up to the NYCT Gate (NO Trespassing!!!!) at W 215 Street. One reason for slowness is the truck has to be in certain transport time windows and wait for the officers to escort it. R179's come in and unload at 207th St onto the tracks, when all 4 or 8 cars are here, they be coupled up and tested. However, there is no chance that the R179's will be in service before the year ends. In not in passenger service testing, maybe. Any word on 3013? That was on a flatbed too, next to 3014 in Plattsburgh. Also, the poster cryptically ended his post with "More as the night progresses" 3013 isn't scheduled to be shipped out yet as to my knowledge. You can't even see the 207th Street Yard from the Hudson. In fact, it's IMPOSSIBLE to see the yard from there... Yes this is definitely GWB bound for NYC (assuming NYC bound because where else is it going to go?). This brings back memories when they delivered some of the R160s.
