They won't go into service until all the crew at Corona Yard get the proper training for using the R188's. They have not been testing them for months yet you keep saying that they are being tested. What would need to be tested for so long. All crews for the 7 line and a sufficient tally of extra list people have to receive familiarization. Shouldn't the same keys work when the R142A went its conversion, I understand the new sets, but back order! they should of order the keys ahead of time especially when the newer sets was confirm to be eligible to run after its 30 day test trial on the test tracks of the NYC subway system.
